Whether you're asleep or awake, one thing always remains the same. Gotham is not the same city that it used to be. Things got a bit... messy a few years back.
Jonathan Crane put something in the water. Don't look at me like you know what I am talking about. After that whole vaporization catastrophe he went about making something with more punch. Something digestible. Within a month everyone in Gotham had been subjected to his poison, which caused quite a few psychiatrists to relocate to our Wonderland. The Joker tore apart the downtown area, demolishing the skyline when he took down five buildings. Harleen Quinzel, M.D., went missing. The mob went to war with each other. No one was safe. Criminal act after criminal act landed many of Gotham's nefarious masterminds either behind the walls of Arkham or the walls of Blackgate.
Citizens fled. Our city of thirty million quickly dwindled down.
Within a twelve month period Blackgate Penitentiary had a lenient revolving door policy. Inmates were assessed based on how much of a threat they were to their peers on the streets. Murderers were kept locked away... most other criminal elements were rehabilitated and released back out into society. The streets were rampant with gangs, rapists, thieves and arsonists... and still are.
Inside the walls of Arkham a revolution is starting. The taste of freedom draws closer by the day. They might be able to stop one break out... they may be able to stop two. But when all hell breaks loose, and they've got the entirety of maximum security busting out of the walls, do you think they can stop that?
Now do you understand why they say it never sleeps?
